Other "Cinosam" sites have viruses

 

Someone wants to defeat fairminded information and ideas reaching you. This website has been created by life-long seasonal resident Fred Paine.  Its purpose is to provide information and ideas for the benefit of Cinosam residents.  It is limited to dues paying members of Cinosam and seeks to serve the community interests of Cinosam.   It is open to all who wish to state their views, even when we disagree with them, subject  to alteration of ungrammatical or foul language.  We have never rejected any article or submission. 

 Since the launching of this website, several other related website titles and messages have appeared from time to time using the word "Cinosam"  or "Fred Paine"

Most have used gobbledy-good phrasing or foreign language symbols to say nothing and in some cases to implant viruses. 

  They have been and continue to be reported to governmental agencies and internet providers.  The sources can be tracked, and this process is ongoing.  We pledge to prosecute the matter when the purveyors are properly and clearly identified, and to publish the name(s) of those responsible.   

Meantime, fellow residents, take care.  We recommend strongly that you do not open any "Cinosam____" website other than CINOSAM.ORG or CINOSAM .COM  

The founders name, Fred Paine, has also been used in connection with such bogus sites, or appeared as a bogus site name.  AVOID THESE UNLESS YOU WISH TO RISK a virus and /or worm on your computer.

Minutes of Cinosam Board Meeting  Oct 3, 2009  9 a.m.    (unapproved)  

Called to Order by Vice President Joey Halvorson

Minutes of August 29 meeting were read and approved.

 

The Board offered vigorous thanks Tom Schreier for his substantial donation to the Club resulting from his extensive stump chipping for members.

 

A Financial Statement from Treasurer Bev Sullivan was discussed and accepted

on motion of Rich Dillman, second Tim Vescio. .

Some $1,700. is expected in the operating account after the coming

semi-annual tax payment.

 

The location of orange snowmobile fence for Round Lake Park is sought by

Tom Whitehead, who plans to install it for this winter.  He will also re-varnish the stair handrail at Cinosam Park this fall, temperatures permitting.

 October 17  is the planned date for  Cinosam  Park and Outlot 2 Cleanup

plus Rolanka mat renewal and partial replacement.

 Shoreline Area Committee:A written report  to the Board was submitted by Jarrett Leas, SAC Chairman. 

A bulletin board copy is posted with these minutes, is in the hands of the officers, certain Board members, and forms the background basis of the following  approved SAC items:

 SAC:  Recommended repair and replacement of  a number of dock sections-- 

SAC met September 5 in Cinosam Park  under chairman Jarrett Leas.   

A request was approved for $750 to do this necessary work this winter. (Moved Vescio, Second Wendt.)   It was suggested SAC has about 60 (10-foot) sections of dock to  replace every 15 years, subject to weather events, etc.

 

SAC suggested an increase in annual boat fees to $350 per year (an increase of $35, or 10%)  to be voted upon by the general membership at the August, 2010 annual meeting.   There was discussion about the amount,  and the proportion to Club dues-- also that Club dues hikes tend to lose due-payers, while boat slips remain in high demand with a long waiting list.  A tax increase of 15% on Club lands was suggested Aug 1, ’09 as likely for next year, and the possibility of a dues increase to $100 (a 20% increase) was suggested.

 

Earmarked funds to be established for SAC of $850-$1000 annually was suggested IF  a boat fee hike is approved by the Club membership August, 2010.  Waiting for Board meetings to get funds when temporarily price reductions occur,  or when volunteers are available only for brief periods is difficult for this and other committees. 

Moved that: A permanent  fund for SAC, to be funded annually, be established and allocated for the use of the SAC committee.  Moved, Rich Dillman, second Tim Vescio. Passed GULL BEACH:  Moved to  approve a permit fee of $100, plus sand blanket cost
for 10 yards delivered to cover a section of beach .

Other comment:  “Private” signs need to be posted on Club properties, both to inform the public and to designate Club lands to deter adverse use/possession.

Club Dues & Boat Fees

$80 Club membership dues should be paid in September, 2009.  If you have not yet paid your dues, please do it now.  Send $80 check or money order made out to "CINOSAM CLUB" to Bev Sullivan, Treasurer, PO Box 2851, Baxter, MN 56425

Dues are this low because your neighbors volunteer and work hard to maintain and improve Club lands and our community.    Your annual payment supports land values for every single property in Cinosam by keeping Club lands private for members.  Dues pay all taxes and  insurance on the five Club properties.  

Even those who do not use these properties personally benefit. This is because their personally owned land and homes are more valuable when sold, carrying the right of access to Club lands upon payment of dues.  These benefits would be lost if Club properties were tax forefitted or sold.  But individual's property taxes do not include any part of taxes due on Club properties. 

$315 in ANNUAL BOAT FEES are payable January 2, 2010 Boat slip payments not made by January 31 will result in reassignment of the space.  Send payment to Treasurer Bev Sullivan, (address above).

Current proof of insurance must be supplied when fees are paid to Jarrett Leas, SAC (Shoreline Area Committee) Chairman, 20687 Cadwell Ave., (Cinosam) Brainerd, MN 56401.  When obtaining a slip initially, the slip holder pays an additional fee. 

Boat fees and dues will also likely have to increase in 2010, as taxes are expected to jump substantially. 

 
August 29 Board Meeting

     The recent death of /Greg Stenglein was discussed   A card will be sent to his family.

     Minutes of July 15 were approved with the correction that the Club safety deposit box will carry new names, but will not be moved to another bank.

     Blue Lakes Solid Waste was noted as having more favorable rates & good service after a survey by Fred Paine.    Blue Lakes truck was noted as being smaller than some other carriers.

     The treasurer reported $11,227.90 in the Club checking account. 

DUES:  9 members have paid for 2009-2010 (prior to due date). 

Due date  for  Club dues remains (September 1); Boat fees (January 1).

     Ed Koehler explained the purposes of 22 handbooks for Board and committees, etc. based on his idea of several years ago. The books are intended as a working tool, and contain many suggestions and samples.  These are not rules except where so labeled  (by laws and adopted motions, etc.)

     Handbooks include: By Laws, membership directory, current minutes to be added to by each book holder.  Also boat rules & waiting list, Club histories, Cinosam maps.

     Specialized binders were prepared for committees and intermittent functions. They hold information useful to those heading up various activities now and new office-holders in future.   Two handbooks are for loan to requesting Club members and newcomers.

     Recipients were urged by co-producer Fred Paine to safeguard the existing books and add to them, labeling dividers and writing down their candid experiences. Users are to add Board and committee minutes and ideas themselves to keep the books up to date and increasingly useful.  Ed noted his desire that similar handbooks should be created for all Club members.

     DNR Grant: Diane Dillman is waiting for final payment via Cass County .  The check should arrive this week.  The DNR informal inspection may have been completed already.  Opening stonework has been completed through and around the rain garden. 

     SAC: BOATS OUT DATE—It was suggested the Club dock contractor be contacted regarding the  2nd weekend in October. The drainway  is to be maintained and cleaned by chiseling-out loose grout and/or use of a pressure washer, and replacement of missing mortar.  One boat slip is now known to be available for next season.   SAC may meet next week (Aug 31-Sep 5); John Ness was asked to attend to supply background information.  Jarrett Leas, chairman, seeks an annual dock replacement pattern rather than accumulated build-ups of work and cost. The committee has added new members Ron McKitterick and Mark McDonald. 

     SIGNS:  New signs for the parks and outlots were specified.  Ben Broadmarkle has agreed help the Club with this project, by doing the router work and supplying Cedar.

Signs are to read: Moved Tim Vescio, 2nd Rich Dillman:

 “Cinosam Club Lot  (____) Private”   (2, 3, or 4) passed 

Also “ Round Lake Park Private” and “ Cinosam Club Park  Private”.

A sign will read “aluminum cans” on the  Donaldson collection bin.  

To the extent practical,  Ben will also make generic signs for future use.

Appreciation was expressed BY the board,  for his zeal to do this job for his community.  

LADIES CLUB:  Sherry Koehler sent a letter on behalf of the ladies offering continued support for the well, pump, hose, paint,  benches, and fence. Also, if wanted, to pay for additional picnic table(s).

Also an annual increase to $100.oo for flowers in Cinosam Club Park .   

NEW BUSINESS:

FALL CLEANUP IS TENTATIVELY SET for MEA weekend, October 17, if leaves have fallen sufficiently.    Diane Dillman suggested the cleanup include the outlots and both parks.

An area resident asked about using Cinosam Park for a youth campout.  Various concerns were voiced and the consensus was to decline the request.

Mark McDonald supplied the Club $55 in proceeds from sale of two truck loads of aluminum cans put in his container at Vescio’s (Donaldson N. of Cinosam Road )

Tom  Schreier noted the need to arrange for sentence to serve prisoners in January for

fall cleanup in 2010.  There was mention of this event with the social enjoyment of an “October Fest.”

The Finance Committee will meet to audit the Treasurer’s records in the near future.

Mark McDonald will cut dead Oaks in Cinosam Park today.

It was noted that the By Laws were passed Aug 1 by ¾ of those voting.

The north side of the bulletin board is to be for current (business) items;

the south side for annual issues and other notices.

Tom Schreier will remove stumps before long for those who have /will sign up in time.

Newsletter contributions are wanted promptly! Distribution will be by hand, and by mail where this is impractical.

A plea that the park pump be drained at the first hard freeze was voiced by Fred Paine as there is no maintenance committee or formally charged person/group to do maintenance.

Swimmers Itch--Treatment with copper sulfate was thought ineffective owing to dilution.

July 25 Board Minutes

Cinosam Club  Meeting July 25, 2009 Unapproved Minutes

 Meeting called to order by President, Mary Biersach. Joey read a thank you note sent by Leendert and Marilyn Kersten related to the July 4th festivities. Minutes from June 27 meeting read by secretary Ann Maresch-Solseth,corrections made. Joey made motion to accept corrected minutes, seconded by Bev, minutes accepted. Treasurer’s report given by Bev Sullivan. There are 110 paid memberships. Checking balance is $9995.97. The Cinosam Women’s Club did a 2 year renewal on their CD and they have approximately $725 in their checking. CLARCFred Paine requested $550 for materials to construct walkway over the rain garden and steps down the drainway at the Main Beach. Joey made motion to approve, seconded by Tom Schreier. Discussion heard about this expense and the reason Fred has proposed it: some individuals are walking through the rain garden and down the drainway to go to the lake instead of  using the existing stairway, therefore damaging the rain garden plants.  Bev reminded the Board that Sherry Koehler said the Cinosam Women’s Club may be willing to donate funds toward a project such as this at the Main Beach property. Vote was held, motion failed. Diane Dillman gave the final update on the Shoreline Restoration Project that was finalized the end of June. Cinosam Club met the grant match and she is waiting for the final reimbursement of $750.55. There were 895 volunteer hours given over the 2 years of the project. DNR will do an inspection of the project in August. The restoration needs to be maintained for 10 years therefore weeders and watering volunteers will be appreciated.Terry Slack volunteered to bring a load of suitable rocks that Fred will use to lengthen the north end of the Main Beach rock wall that is broken. The weeds in the drainway damage the cement grout so attention needs to be given to this area that is overlooked when weeding is done. Mark McDonald said he has cement he’ll donate if needed for the rock wall. SACJarrett Leas gave a personal experience report about the continued evidence of swimmer’s itch at the Main Beach. He treated it with copper sulfate  July 1 after obtaining the DNR permit at the end of June. He has to wait 30 days before retreating so will do that next week if still necessary. This is the EPA approved treatment but not always effective as evident this year.A resident approached him about there being swim ladders placed on the end of the docks where the sitting benches are. It was decided that these extensions were put on for people to sit and enjoy the lake and not as diving or swimming platforms therefore no ladders will be placed on them. The swim ladder on the swimming dock is wearing out and will need to be replaced as will the docks themselves as the metal frames and wheels are wearing out. The swim dock appears very mobile but in fact it is very cumbersome to move around.Discussion was also heard about having one satellite toilet placed at the Main Beach over the summer months, Blakeman’s cost: $86/month, servicing 1Xweek                                  Fyle’s cost: $125/month, servicing 1XweekDiscussion heard but no decision made.Ice ridges at the north boat dock of the Main Beach can be leveled out if work done in the year the it occurs per the DNR. BylawsBylaws were mailed out with the ballots. A suggestion was raised by a member in Article 3, Section 4 that membership should vote on and a 2/3 majority of the membership should approve payment on expenses, outside of  routine maintenance, when a large sum of Club money is going to be spent.There also has been mention that the old Bylaws should have been included for comparison. Mary Biersach will explore changing the Club safe deposit box to another bank due the difficulties we have had with the current bank facility.. July 4th festivities were enjoyed by many. Whiteheads spent $330 of the $350 given to them to buy food and prizes so they returned $20 to the Club. $358 were received in donations at the picnic!  Several members commented on the memorable presentation given by Don Bode. Neighborhood Clean-upRick Hans couldn’t get a free dumpster this year so the clean-up will be in 2010. Mary was on call at the hospital and had to leave so VP Joey Halvorson took over. The step design from 2007 that would replace/improve existing stairs at Gull Lake lots doesn’t need a permit and it still hasn’t been determined if the steps would need concrete bases if we used that design plan. The step construction would involve Soil and Water not the DNR. Bev suggested we consider a fundraiser to offset the expense of constructing steps at the lake lots. Discussion on the steps was tabled. We need to resume the newsletter.  Diane Dillman has some volunteers who came forward at the July 4th picnic.  (Elaine McKitterick) Outlots 2 and 4 fences are damaging some trees and will need to be adjusted. At outlot 4, the rails will need to be removed on one section and at outlot 2, the angle of the split rail will be changed. Matt Peterson stained a large amount of fence. Discussion was held about the supports that have been removed from  Maple trees planted a couple years ago at the Main Beach park. The posts were removed before the July 4th celebration while volunteers were cleaning up the park. These trees were donated by various Club members. John Ness made a motion not to replace the fence stakes, seconded by Bev, motion passed. Tom Whitehead and Fred Paine will evaluate the fence at the Round Lake lot.
